Partners and funders

Nutrient Neutrality North West (NNNW) is a partnership project comprising members from Cumberland Council, Lake District National Park Authority, and Westmorland and Furness Council.

The Partnership

The Nutrient Neutrality Northwest (NNNW) Partnership comprises of the Cumberland Council, Lake District National Park Authority, and Westmorland and Furness Council.

The NNNW Technical Officers Group is dedicated to developing and maintaining a comprehensive portfolio of nutrient neutrality (NN) mitigation solutions to address the four affected catchments' current and future housing needs.

Key objectives for the partnership include fostering collaboration among planning authorities, assessing the need for action, and commissioning research to validate potential solutions. The group will effectively coordinate with relevant agencies and manage the Local Nutrient Mitigation Fund (LNMF) along with Nutrient Support budgets while accommodating local policy differences and support developers through the planning application process. Westmorland and Furness Council is the accountable body for that funding.

Advisors to the partnership

NNNW is working with, Natural England, The Environment Agency, United Utilities, South Cumbria Rivers Trust, Eden Rivers Trust, West Cumbria Rivers Trust, Cumbria Wildlife Trust and other partners and local planning authorities to identify and promote strategic mitigation options and solutions across affected catchments. Many of these organisations have members that sit on an regular advisory panel for the programme. The Ministry of Housing, Communities and Local Government supports the Nutrient Neutrality project.

Funded by the UK Government

The Ministry for Housing, Communities and Local Government (MHCLG) has awarded £16.21 million to the Nutrient Neutrality North West Partnership (the partnership) from the Local Nutrient Mitigation Fund (LNMF). The funding will be used to deliver a range of projects that will create Nutrient Neutrality (NN) mitigation credits and release housing development applications that are currently stalled in the planning system due to NN.

The three local authorities that make up the partnership are working together to unlock an estimated 13,000 homes that are either currently stalled in the planning process or will face future challenges due to nutrient neutrality requirements and have welcomed the £16.4 million government grant to tackle the issue.
