Under the Localism Act 2011, the Authority is required to appoint one or more Independent Persons to assist the Authority in promoting and maintaining high standards of conduct among its Members.
An Independent Person must be consulted on a decision to investigate a complaint and before a decision is made on a complaint. An Independent Person may be consulted on other Code of Conduct issues, including by the Member who is the subject of the complaint.
Mr Tweddle has no voting rights and does not possess any rights or privileges in respect of any Committee of the Authority. However, should he be appointed to a Panel to deal with a complaint against a member, then he will have the right to vote.
Background, particular interests and hobbies:
David was born in Penrith and has lived in Cumbria all his life.
David was employed by Cumbria Police for 41 years, as an officer for 30 years retiring in 2003 as a Detective Inspector, then as a Police staff member until 2011. He has spent the last 8 years dealing with complaints against Police from members of the public.
David is an ardent Manchester United fan, attending most home games and enjoys swimming and playing golf.
