Under the Localism Act 2011, the Authority is required to appoint one or more Independent Persons to assist the Authority in promoting and maintaining high standards of conduct among its Members.
An Independent Person must be consulted on a decision to investigate a complaint and before a decision is made on a complaint. An Independent Person may be consulted on other Code of Conduct issues, including by the Member who is the subject of the complaint.
Mr Southorn has no voting rights and does not possess any rights or privileges in respect of any Committee of the Authority. However, should he be appointed to a Panel to deal with a complaint against a member, then he will have the right to vote.
Background, particular interests and hobbies:
Tim attended St Edwards School, Oxford and Worcester College, Oxford. He was admitted as a Solicitor in June 1974 and retired from practice in April 2012.
Tim's interests include rugby, cricket, running, walking, reading and the theatre.
